As a businessman I want to target the audience for the particular product or service which I am offering and as a customer I need many things, for which I must be targeted by the suppliers or audience.
On one hand, nowadays it is imperative to specify the target audience for any business, I do not think of choosing as an accurate word because what you do is find the match with the product or service you're providing and the needs of a group of people, you're finding the target. Finding the target it's now an easier job due to the different analytics that the big data provides.
On the other hand It's also very important to be targeted by an audience because when you have a business you need to target you clients, potential clients and more, but it's also important to be targeted by the media, institutions and providers.
I would say: first to choose the targetmarket and let them choose you when you feel there is a click :)
I believe it is the same like in flirting: you target that hottie, once that hottie notices you he/ she will seek attention from you by choosing you as a target :D and then you show off your best sides ;)

As a company that offers a product or service, it is important to study and analyse the market in order to understand its trends and preferences in order to target my product or service to a specific audience whose needs will be fulfilled by what I offer, however, I have to ensure by building a strong image and getting a good positioning in the market to be targeted by the audience at the same time by implementing strategic marketing practices.
It all depends on the products we are selling and the marketing strategies that have been agreed on. As an example for this,is when we have a totally new product in the market,in which the target audience needs to be decided and then a marketing strategies needs to be decided,so awareness of the brand and the product needs to be known and measured and accordingly a decision would be taken.While in the case of being chosen by the customer,this would only means that the demand scale is very strong and the products awareness is very satisfactory.

To target your audience (segment targeting) is a must in your marketing plan and marketing strategy, to target a potential and profitable segment; but new segments may appear to "choose" your product/service. It depends on this/these new segment(s), if they are potential, then the professional marketer will adopt the product/service positioning accordingly.
Sometimes, you may change your plan completely, if the new segment are much more potential than the original one.
A good example to clarify this: Viagra was originally an anti-hypertensive medicine for hypertensive patients " a market segment/audience", but the users of the medicine found their sexual health has been much better, which is a much more potential NICHE segment. Then the decision was right to change the indication (positioning) and shift to new segment (audience). Best of luck for all.
