Pen-stock equipped with gate and surge tank used to regulate the water flow in the power plant. The pen-stock is usually close to center of tailing dam  and build up using penstock rings. It controls the water level. A surge tank is provided to handle the water pressure inside the pen-stock.

penstock is a sluice or gate or intake structure that controls water flow, or an enclosed pipe that delivers water to hydro turbines and sewerage systems.
