The maintenance department has important role but it is always a supportive function. Following should be objective of maintenance department:
To ensure that the downtime is reduced and productivity is not suffered. If necessary they should have plan for alternative arrangements for continous production. This is the most important aspect as it will reduce the pressure from the department to large extent.
Have adequate spare part inventory to attack on the problem promptly. But at the same time the department should optimize the cost of inventory.
Plan preventive maintenace / overhauling as per the manufacturer recommendations.
Should have adequate number of foreman / contractors to attack on problem immidiately.
Should have knowledge on alternative parts so as they need not have to wait for original parts.
Maintain history card for the equipments.

It depends on your viewpoint on your organization:
If you are looking to maintenance management in operational level, the purpose is to minimize the breakdown and stop time of production line in a low budget.
but in higher levels like strategic viewpoint the purpose of maintenance management is to provide a streamlined flow of value chain within organization. by maximizing the availability of production line, which in turn results better availability in programming and finally results cutting value chain costs.
The maintenance is always seen as a cost center, a hole of endless expenses.
It must instead be seen as an investment, such as an insurance to preserve the value of the asset over time. this is the purpose of maintenances management.
