Firstly, try to discuss with the manager (IF POSSIBLE) tell him the problem facing and try to get a mutual solution.
Else, keep a record of all the problems you face, (Better by mail) put an official mail stating your concerns (In most diplomatic way) it will pressure him to answer to your concerns if you are not satisfied to the reply, mark copy to the higher authority or raise your concern to top (this will challenge both of you) but will get an end solution.
