"Lack of direction, not luck of time is the problem" means running an operation with out setting a clear strategy is meaningless.
It means there is no poor nation but poorly managed.

Are there possible alternatives to use?
if yes, what are the possible alternatives?
what is the time required under each alternative?
what is the possible cost that
