"Lack of direction, not luck of time is the problem" means running an operation with out setting a clear strategy is meaningless. It means there is no poor nation but poorly managed. It is searching solution before the problem is identified and/or constraints are defined. So, before starting you must ask your self What to do? Why to do? How to do? When to do? or Where are we now? Where do we need to go? How can we go there? Are there possible alternatives to use? if yes, what are the possible alternatives? what is the time required under each alternative? what is the possible cost that etc.
