Why tempering of high carbon steel can't be done at lower temperatures ?

Because all carbon steel transformations are done in hight temperature (you see iron cardon curves.

Because Tempring of Carbon steel already done on High Temperature.

because tempering requires to reach temperature  precisely  below the critical point, and this cant be achieved by low temperatures
