The private sector cares very much for the quality of work that the biggest success

Well, normally private sector, specially primary education is motivated by many things like free policy applying whatever suitable measures for quality imrovement to attract more money, where as in publuc sector things are different and quided by overall strict goverment policy. so,  ground and chances for imrovement are more wider in private sector compared to private sector. Teachers feel more comfortable in private sector and thus do veverything possible to improve theire quality and competencies. That is why private sector improved the primary education system where the public sector has failed.

Further more, you will find better managerial quality, planning, and investment in all efforts leading to imrovement outsourcing for borroed educational systems and materials and teaching methodologies.
