I agree that web design is more of a series of principles. The key feature of the web, as opposed to print and traditional graphic design, is that it is interactive. That means you don't just show your viewer something, you invite them to interact with it.  The overall design experience is not the same for each user, since by their interaction they can pick different paths through your site. The process is user experience, or UX, and has many similarities to design of physical products (industrial design) or physical spaces (interior design and architecture). In fact, you sometimes see "interior design flow" listed as a feature of web design.

Web design is a blue print for the website development. It deals in how your website will look like after the completion. Website designs are usually created in designing software i.e Photoshop, Coral draw etc.

Wed design has more focus on the designing aspect of the task, where as front-end development deals more with the implementation side of the task. Of course, there are overlapping skill sets between the two roles (e.g. CSS, HTML, Javascript), and in many cases the two jobs are done by the same person in the company. I would say that in general front-end developers are more concerned with implementing the design as per the specification, whereas in web design you are the one that has to provide the specs and some of the visual assets for the front-end developer to use.
