For somebody to effectively work from home what matters the most is that person's timely completion of the assigned job with best possible level of accuracy. At the end, what matters the most is the completion of job not how it has been done.
Transactional jobs can be done by employees from home as they generally do not require major discussions/etc. But I believe strategic jobs do not give you the expected results when done from home - due to the disturbances one may experience.
