There is a large variety of English language learners with different goals and capabilities. To cater the needs of each type of learners many courses have been designed. Each individual can select one which is most appropriate to his requirements.
Commonly a course with more opportunities of conversation is considered best to learn spoken English.
I can not mention a specific one in name! But I believe if a curriculum could meet the measurements or criteria to make the course effective and efficient, then it will be good.
The best curriculum is measured or evaluated according to its efficiency and whether it meets the requirements.
It depends on Student or Learner level according to Assessment Exam that should be made by the Teacher or English Institute, then after the Exam they will recommend Student/Learner the course that's suiting his needs.
It would depend on the studentand type of Englsih class such as business , science , general, children adult etc.
