When we want to build something, who is the first person to consult, civil engineer or architect, or both of them ?

I think the architect give the idea then the civil engineer modify by structure design needs.

Something like what a tunnel or bridge of course a civil engineer.   

First inspection on the site must be by civil engineer to discover : the kind of soil , understanding the Feasibility , and give advices about the conception of the entire project .

The owner/client contacts the consultant who has a team of architects and engineers. The arch team make their meetings with the client and present their suggestions then it all ends with a final arch drawings, thenafter it is a structural engineers role, if some problems are found here they can sit together with arch engineers to deal with the clashes and problems.

The first person is to contact is civil engineer because he prepares the estimate on covered area basis and tell about the cost of work. After approval of the cost, the architect is contacted for drawing.
