Your question is not very clear, but from what i understand, if one had made a booking for a room where only1 person will be staying but have another guest join them to stay over night. One can approach the guest and explain to them that an additional charge will apply.
If you are talking about the hotel asking two strangers to stay with each other, well you better have a very good reason to do so and hope that guests agree.
The Rate of the room will be different of course. We need immediately to speak with the guest in a gentle manners and explain that we have other rates for2 person
the hotel should provide the room with extra bed and paid the other person
Since the hotel rules are known to the guests their attention should be drawn and a double room should be suggested.
In hotels we have strict guidelines that needs to follow and each customers whom we happened to encounter such things like these will be given the option either to pay to the extra or follow the visiting hours Or some offers that are applicable.
Don't afraid to ask the reception for that kind of matter, but in my thinking, you can stay your guest but expect that they give you additional charge for staying in the hotel.
Nothing, if no body knows.
depends on the people, most probably it will be the management under the pressure
