I will start with my self, for real my department does not have a clear strategy, and it's not aligned with the business strategy, as I think we don't have a business strategy or it's not announced, I think it's culture.

It is not surprising that many organization don't have an IT strategy and if they do most likely would be unclear, trivial, not appropriate.
Most IT department tend to work on business requests only.
Example, business needs certain office automation, the IT quickly runs to the market and buy application.
If business requires an enterprise application, IT would open the bedding without really studying the business requirements carefully and in details, maybe they don't have qualified internal resource to do the study and judge.
Vendors apply, vendors try to make their applications appear fitting even a space rocket requirements! They say our application support this and that, plus this and that, can do this and that, suits all this and all that...etc.
Building effective IT strategy requires good business knowledge and good IT experience, awareness of all technology alternatives and cost effective solutions.
To achieve a solid IT strategy it requires people(employees), people share knowledge and experience through truly collaboration culture within IT department and with business, this leads to efficiency and effectiveness of IT implementations and the ability to put on a correct and solid IT strategy, not like any document with title “IT strategy” which is worthless when it comes to content and accuracy.

IT startegy shoudl be aligned with the business startegy.

this means , each point in the bsuiness stargetgy for this year or the comminig years should have a project in IT that supports it. if you havent done that then your IT management or IT startegy team is not capable of showing the benfit of IT.
