Create a spreadsheet that documents and tracks the following: Your marketing goals. If you have several, it may help to put them in order of priority. (By this point, you should have agreed on goals with your management team; but if you haven’t, now is the time to get on the same page.) The key performance indicators (KPIs) you’ll use to measure marketing effectiveness of your content. Your plan for gathering this performance information. Who will be responsible for collecting and reporting this data.

An evaluation plan is similar to a roadmap. It clarifies the steps needed to assess the processes and outcomes of a program. An effective evaluation plan is more than acolumn of indicators added to your program’s work plan.

It is a dynamic tool (i.e., a “living document”) that should be updated on an ongoing basis to reflect program changes and priorities over time. An evaluation plan serves as a bridge between evaluation and program planning by highlighting program goals, clarifying measurable program objectives, andlinking program activities with intended outcomes.

In project management, every milestone (significant event) should have it acceptable success criterion.  As soon as milestone reached that success criterion should be evaluated for it's completion and achievement.

Final evaluation may be done during 'lesson learned' meeting after project.

 How effective will the plan be to realize the project's goals and objectives ? ----- You must ask yourself as planner this question after setting your plan and make feasibility to your plan before approval
