Actually to find the right talent is not easy not to mention the top talents.
I agree with Ahmed that looking for active candidates is good idea but this mean many researches to be done. May be bayt.com new communication site is good as it provide ranking nevertheless this rank still not correspond actual evaluation to the candidate expertise.
I think the best way is in structure interview as this will provide the recruiter deeper insight on the compency of the candidate and how is fitting to the post also will provide equal opportunity to all candidates.

It is very easy To attract the talented people if you flowed those steps:
1.The job announcement must be appealing for them
2.Use top recruitment websites as bayt.com
3.Good telephone screening script and evaluation sheet
4.Search for the attitude not the skills or the knowledge
5.Prepare a good assessment tools
6.I believe it is a percentage anyways so inviting 1000 is much better than inviting 100

I agree with Hany Hassan's suggestions, however also believe that the Best of Talent may not readily be available in the Middle East.
The fact also remains that majority of employees in the middle east are expats which implies that talent is being recruited from overseas countries. In today's competitive market, it may be difficult to hire/recruit Top Talent anywhere in the world.
i fact it is not as easy as it seems,
from a side the there is too many candidate that it is hard to find a talented person.
on the other side most of talented people are self educated so they don't usually easily seen in recruitment websites.
If you really looking for talented persons, internet communities are the best way. people with active posts through business forums like linkedin, Bayt, other business or researches blogs...
recruitment agencies aren't good choice, from my direct experience I think they aren't qualified enough, in fact they use only the keyword to find the candidates.
The Middle East is full of talents and it is not that difficult to find them if we do the recruitment steps one by one, as we are searching among very large numbers of calibers, so if we tried as possible to seek those calibers from the right sources we will minimize the number of CVs we are screening from the beginning so until we reach the final interviews we will be moving in the right track.
