Hard" infrastructure refers to the large physical networks necessary for the functioning of a modern industrial nation, whereas "soft" infrastructure refers to all theinstitutions which are required to maintain the economic, health, and cultural and social standards of a country, such as the financial system, the education system, thehealth care system, the system of government, and law enforcement, as well as emergency services

 

Hard Infrastructure resembles the larger physical networks that a modern industrial nation needs to function, however Soft Infrastructure resembles all institutions which are required to maintain the economic, health, cultural and social standards of a country like the education system or the health care system or the law enforcement..etc
