In Water cooled chillers the condenser unit is cooled by water not air.
Water is circulated by condenser pumps through cooling tower. In cooling tower air is passed from water with velocity and in this way water is cooled down and then passed through condenser of the chiller.
A cooling tower is a heat rejection device, which extracts waste heat to the atmosphere though the cooling of a water stream to a lower temperature. The type of heat rejection in a cooling tower is termed "evaporative" in that it allows a small portion of the water being cooled to evaporate into a moving air stream to provide significant cooling to the rest of that water stream. The heat from the water stream transferred to the air stream raises the air's temperature and its relative humidity to100%, and this air is discharged to the atmosphere. Evaporative heat rejection devices such as cooling towers are commonly used to provide significantly lower water temperatures than achievable with "air cooled" or "dry" heat rejection devices, like the radiator in a car, thereby achieving more cost-effective and energy efficient operation of systems in need of cooling.

Dear Sharif, Please note that above mentioned description is practical in HVAC industries. In some industrial cases (such as power plants) we may use "dry cooling towers" which means only air stream to cool down the working fluid.
A cooling tower functions as a heat exchanger where water and air are placed in contact with each other to reduce the temperature of the water. As the cooling tower introduces the air to water, part of the water evaporates, which reduces its temperature as it circulates through the tower
Heating, ventilation and air conditioning (HVAC) cooling towers are auxiliary devices that help very large air conditioning units run more efficiently. They work by evaporating a portion of the water stream, which cools down remaining water in the system. “Wet bulb” temperature, which determines how dry the air is, determines the effectiveness of the unit.
basically cooling tower acts as a condenser unit to condense the steam coming out of the turbine unit. this condensation is necessary to create a back pressure for that helps in the suctio of steam through the turbine thus optimizing the process. Also this condensed liquid is again fed to the boiler to make the process more efficient.
Cooling towers are heat exchangers that use water and air to transfer heat from air-conditioning systems to the outdoor environment. Most commonly, they are used to remove heat from the condenser water leaving a chiller. Cooling towers are usually located on rooftops or other outdoor sites. Because they are frequently out of sight, they are often neglected by operation-and-maintenance technicians, resulting in lower cooling-system efficiency. This document will help you adopt best practices for the efficient operation and maintenance of cooling towers.
Cooling towers are heat rejection devices used to transfer process waste heat to atmosphere. Cooling towers may either use the evaporation of water to reject process heat and cool the working fluid to near the wet bulb air temperature on air to cool working fluid to near dry bulb air temperature.
Cooling towers are structures in which water is exposed to air in cross flow and opposed to cool down the water
The cooling tower function is decrease of water temperature which is used to cool the freon inside the condenser and then the freon used to decrease of water temperature inside the evaporator

cooling the water of the chillers ind the condeser to decrase the tepreatuer of freon also use in the steam turbine to cool the steam
