Comfort level for normal office and residential buildings are as follows
Summer DBT22-24 deg C and RH40-50%
Winter DBT20 -22 Deg C and RH40%
Dear Sharif,
Comfort condition is not a specific point in Psychrometric chart but an area. It is called Comfort Zone. Comfort zone is an area more or less between22-27 deg. Centigrade and40-60% RH. Please note that it could be changed according to type of clothing, metabolic rate and radiant temperature, that means depends on life style, culture, race,... in every geographical area. You may mix your engineering knowledge with art of engineering :)

Dear brotherSharif .Your questions that you are sent has to long answer ,so I'll full much answer by Ashrae19950 -2011 . The comfort can be defined an any condition which when changed will make a person uncomfortable. Comfort condition to be not rigid rule as to the beast atmospheric condition for comfort for all people under same condition of temperature and humidity .The healthy young man is slightly warm while the elder woman is cold . comfort of an individual is affected by many variable health age activity sex, foods, and acclimatization all play their part in determining the elusive best comfort condition for any particular parson. Most people who have been in conditioned atmospheric for more than three hours will feel just a bout as cool at 75f DB and 60 RH as at 79 DB and30 RH because both conditions fall on the line of 71 ET in Ashrae comfort chart, summary the 98% of the subjects were comfortable when the WB and DB temperatures fall on the 71 ET line .

Desired comfort conditions are the combination of Relative Humidity and Dry Bulb Temp. I can vary but normally it is considered to be25 Degree Celsius and50 Relative Humidity.
