First thing to remember is that we don't need to learn Grammar to speak a language. We all speak our native languages without even knowing their ABC. Yes, we do need Grammar to make our language perfect. Hafid Ahmed Shamasddin has rightly said that learning grammar is a stage which comes after learning basic speaking, listening, reading and writing.
Now coming to your question; Grammar needs a sequence to learn. Step-wise we can say:
1- Take a book of Grammar and follow the sequence.
2- After learning a rule we need to practice it as much as we can. It's not enough just to understand the rule. Practice makes perfect.
3- It will be very interesting for some that after learning most of the grammar rules you might become better speaker and writer of English language but you will forget most of the grammar if you stop studying grammar.
4- To keep yourself aware of Grammar it's better to keep in touch with a grammar book.
5- Time needed to learn Grammar depends upon the learner. The quicker he learn a rule the quicker he can proceed further.
