In Adobe..... Probably Muse + Brackets is the more meld-able and timely now. I feel dreamweaver has more older workflow which becoming more less relevant in contemporary web development best practices.

photoshop can easyly create a webpage (image base web site) i prefer dream weaver wich you can see the code and the dsign as well.......
The most easly way is, for me, Dreamweaver with Bootstrap framework for creating responsive or mobile first website.
Web Pages can be created using many Adobe Products, though I personally prefer Dreamweaver.
you can use dream waver and HTML , That is the way to design your website after designing your images , and its very easy
Dreamweaver is the final outlet of webpage, it depends on "Look & Feel" type; you can create a complete website using HTML+CSS3, or going to Photoshop if you need photos-texture design, or Illustrator+Flash for animation.
