Is experience the only metric to measure the capability, skills, and expertise of a candidate?

With education you have knowledge, with experience and the right way to analyze and valuate and use it you have knowledge and wisdom. So, I would say that experience is the most valuable factor, of course based on the knowledge.

experience only is  not the main factor in H.R

there are many factors to determine the caliber of someone,like

1-depth of the knowledge in the general technology .

2-learning speed of the employee .

3-adaptability and capacity  for the specific function .

to measure someone capabilities, skills and expertise, we can use several complementary methods :

1) Experience which is not assessed only through time but via projects conducted and objectives reached during his time at the company

2) HR assessment via many tools of psychometrics evaluations tools like Profiles XT who assess the job matching between the candidate thinking style, soft skills and interests and the performance model of top performers in this particular positions.

3) Job interviews, job references, endorsements, etc.
