I believe adding picture in resume is a generally linked to the area or country it will be submitted. By my experience, for arabic countries it's highly advised to put a picture in our CV and also detailled it (age, gender, salary expectation, etc...) which is not the same case in Canada for instance where a resume with picture or even gender will be quickly rejected. Per the regulations in Canada, everybody have to get equal rights for the same job so writing down if you're a male or female will be seen as a way to seek for recruitment boost, talkless of adding your picture to that. CV in Canada focuses on competence, career, education and personal infos are somehow restricted making the CV almost anonymous.
So I advise that when writing down your CV, find out about the requirements in the country your targeted company is located and adapt your CV because a perfect CV in U.A.E have great chance to be the first to go to the dushbin in Canada.
Though it is not necessary but chances are higher if you add your picture in resume. Most of the time employer mark it mandatory to add current picture. Numerous research has been done that chance of selection are more if we have professional picture in resume. It helps recruiter to remember your face, though it is not the sole reason for selection. We have head the chine proverb "an ounce of illustration is worth than ton of talks" so a picture is depiction of our personality and by adding to into resume we cold have positive probability of shortlisting. If it is not mandatory then the choice is yours to add it or not.
