these two aspects are totally different from each other you cant compare planning to execution.

 

Plan/development/design/forecasting/  is only a prerequisite of execution/implementation.

Planning is the prerequisite of execution.

In order to perform any task or solve any problem then you have to put the plans that are the suitable to solve such problem and then choose the best among them to perform the execution step of the solution.

I think that the planning and implementation are interlinked with each other

Before the start racing any action must be planned and studied by a full and thorough study and during the implementation of this work should pursue the study of workflow where the work occurs to the variables you should follow-up plans and find alternative solutions in order to maintain workflow
