Illustrator would be better to do a single page layout, keep in mind to put your copy in a box (click and drag the text tool), this way you can move and edit the text easily by dragging the size of the text box, rather then have to paragraph the text manually.
take into consideration where you want the logo of the product to be, ideally a prominent easy to see place.
if there are photography involve, then you use photoshop depending on what you want the photograph to look like, manipulating of the photo, color corrections et cetera,
Surely for professionals Corel is solution to all their needs or Adobe Illustrator could be used and for non-professional users Adobe Photoshop is the best they can get because it is easy to use.
I would say that the perfect way would be to involve 3D in the project, model the product with its packaging, take dimensions for file documents and start to build design in any tool that designer prefer like Illustrator, Photoshop, Corel... Render the product on the way with updated design as the texture with suitable materials of the confectionery package. That would give closest perspective of the end product. After that, tweak the design there and there, prepare 2D files for print and thats it.
The best software to use is adobe illustrator because they have a bunch of vector art or eps format suitable for confectionery designs either vintage, wholesome, that gives best impact and result shows simplicity of font style and put some semi transparent background with a freehand effect of vectors..
