I agree with with the previous comment: Forecasting, Planning, Direction and Control. Forecasting has to be the first function to make sure that your predictions are right and all point for the decision are taken into consideration.

As analysis or situation audit is embedded in planning, it is th first function of management. This is followed by forecasting; which uses information from the audit to determine future trends from past and present situation to guide decisions. Decisions arrived at are directed to all levels of management for effective implementation which is followed by monitoring and evaluation of what has been implemented (Control) in order to determine success rate.

Planning,Forecasting.Direction and Control is definitely the logical sequence of management function as explained above.

Forecasting is d first function of management followed by proper planning, directing and controlling.

Though forecasting seems the obvious first function it still cannot happen without planning a proper forecast.  So planning, followed by forecasting, direction, and control would be the proper order of management.
