Yes and no. Thinking without action is what a philosopher do (but not necessarily). Throughout history, philosophers have indirectly shaped our society, businesses and how we view the world in general by a very complex process of thought and dissemination of this thought. Not all thoughts are worth actioning upon and it is up to us - society, managers and individuals to evaluate the thought and assess the value of acting upon it. The negative or positive impact can be created by both - acting and not acting upon a thought or idea. I would say: thinking must be always followed by sharing the idea.
Thinking as it is, is like a dream or vision..one may think but fails to visualise the reality, thus failing to take action is not an offence..
The thinking piece is wide as it all depends with the environment one is working, where the thoughts are entertained or not. and what is this that one is thinking about.
In my working life I cannot remember a time when I thought of doing something and failed to visualise it.
