Movement of peutroleum from source rock toward a reservoir or seep defines migration. Primary Migration is expulsion of petroleum from fine-grained source rock, while seconndary migration  moves petroleum through a coarse-grained carrier bed or fault to a reservoir or seep. Tiatiary migration  occurs when petroleum moves from one trap to another or to a seep.

Pressure, Temperature, permeability, cappilarity, surface tension and density are the main physical parametres controlling migration.

Movement of HCs (oil/gas) from a source rock (organic rich fine-grained lithology, e.g. shale) toward a reservoir (porous and permeable lithology, e.g. sandstone, carbonates) trapped under impervious seal is called migration. HC migration is primarily controlled by formation pressure, temperature, porosity, permeability, tortuosity, fluid density and viscosity etc.

In case of oil migration, the best formation should be characterized by high porosity, high permeability, less tortuosity, high thermal and pressure gradients.

Primary Migration occurs in fine grained source rocks whereas Secondary migration occurs from the porous and permeable reservoir to the trap or seal. I think the best formation may be a little hard to answer but definitely any rock porous and permeable will allow oil to easily migrate.
