Im a mech. engg fresher with asnt ndt level2 and piping inspection certificates , does this would serve as a basic qualification for a qa qc engineer?

Yes Mr. Abhijith, you have got the weapons (certifications), now you need to sharpen your skills ( by using the knowledge gained by certifications). You should do a CWI, but after getting some experience of field as it helps in better understanding and problem solving.

it is good as a start but you shall enhance yourself in the inspection courses like CWI , API and Cswip

If you are certified and you are sure than you can achieve your job as required by codes and standard, so years are not so important for sure
