How to avoid laitance on concrete blocks?

After using a primary on concrete we did it pull and push over tests

Always with bad results - cement comes out (laitance problems)

The concrete mix design its adequate (maybe not the water amount)

It is better to check the mix design.

--Check the water content, decrease

--Check sand/gravel ratio, decrease the fine sand

If you are experiencing excessive laitence my first concern is mix design, the shape and grading of stone and sand will influence the potential for laitence. Excess bleeding could be a result of poor grading and w/c ratios.
