It is definitely an unethical behavior by Managers when they decide to put their own or organizational goals above the stakeholder rights. Managers itself are the stakeholder group that bears the responsibility of deciding which goals an organization should pursue to most benefit stakeholders and how to make efficient use of resources to achieve those goals.
