Yes, and he should do in the most cases.

As in the end of the day, the client wants to see the building features, not the cement and the rebar.

Yes but only if the Civil Engineer takes time to actually learn principles of design, and understand how to apply these principles. It's a fair bit more complicated than "drawing pretty pictures".

 

Too many times I've seen a stark difference in the quality of space an architect provides versus the quality (or lack thereof) a civil engineer provides. I do not fault the civil engineers for the outcomes of their spaces since a lot of the principles of civil engineering lie in a quantitative world where numbers give you definitive answers, whereas an architect's designs lie in a qualitative world that typically values experience more than the quantitative aspects.

 

In a way, a civil engineer's training kind of forces him/her to be economic - so much so that it comes at the price of spatial experience, design, and the neglect of the genius loci. You can see this in the overwhelming majority of the buildings in the MidEast where a lot of people claim to have designed a building - when in reality that building has been engineered and has not had qualities instilled into it that actually qualify it as architecture.

A civil engineer can work as an architect in small project like houses but it requires some experience But in the big projects no one can do the architect's job

i believe that yes, I've seen lots of civil engineers working out architectural jobs. The only problem is that engineers usually don't have that "artistic touch" that architects have.

Civil Engineer Should recognize all architectural Requirements from the start of project .

Any Construction Project should end with architectural Views , That enforces Civil engineer to be Architect in some places .

Civil Engineer Should take a step back in some unique Architectural Projects .

you take courses in the Univerity of architecture but you must be experienced and know the programs and also the law s under witch you build your design
