Is it true the cooling load of an air-conditioned space estimates is Q S + Q L. This rate flow be removed by medium cooling , PLS. more explanation.?

I dont understand you question exactly but yes this is true to have two load one is sensible which can be noticed by thermometer and other is latent which is hidden and because of change of phase of water vapors in this case. 

And what I understand yes air flow rate will be required to remove both rates. Air is cooled and dehumidified because of cooling coil.
