It is not necessary. It is true that asking questions needs special skills and talents, but it is not exclusively for great leaders.

It not only depends on the questions they ask. There are lots of other factors also and I believe its the kind of Answers they give that differentiates more than the questions.

followers may have different answers,visions and experience.asking a good question is not enough to differentiates whether the transactional  or transformational leader is better than the other . i will agree with that statement if it was ( the leader who inspires his followers to ask good questions is the best )
