On-line courses are effective for securing a level of knowledge inside an organisation. For group skills development I would say it is better to take an Instructor led training. Then you have the opportunity to build up collective competence in a safe environment.
If you talk about individual development the solution will be dependent on own motivation and determination. On-line courses are very good for high motivated people who know what they want to achieve and they go for it.
For individual development a good mix of on-line courses and coaching sessions are the best solution, in my opinion. Then you solve the motivation part, too.
As for the affordability, thinking about training in terms of investment will solve the issue from the beginning: would you make profit with the gained knowledge?

All lectures and needed materials are provided via online platforms, so you’ll easily access them from the comfort of your home at the ttime tthat is convient to you. It also enable one to be familar with the usage of internet and computer.
i would use online courses first and if it doesn't give you the required results then you should have someone to teach you
