When should a leader empower others ????

I feel Leaders should empower others only when he sees following :

-When team member is capable of handling the assigned work independently.

--When some has relevant experience.

--- When the work load is too much and team members are trying to escape

---- When you have proven team members 

-----When you want to motivate your team members to assume bigger responsibility.

------When you trust and have faith on team members.

-------When you know that things can be rectified by you if something goes wrong.

As often as possible.  Why would you not take an opportunity to strengthen the team?

Leader should help people learn leadership. Opportunity is to be given. Secondly to observe the employee’s talent in taking a call and accepting responsibility. If he does, then empowerment is given. If he doesn’t, you will know that he still has miles to go before he can even be empowered.

When the leader is sure that the employee have the capability to do the job "at least at the3rd level of initiative" and when the leader is well to trust that the empowered employee may do the mission in a different way the leader did but he can accomplish it.
