HR should review what the emplyee could be good at and see what he desire or what department could be good or close to what he asked for...
For Example: if the company request manpower for shortage in Security and the new employee could be doing great in Maintenance or Operation Department it better to put him in one of them better than destroying his career even if covering the Security is important and priority No.#1.
TNA and EDP should be in place.
