ProwirlW is a flow meter made by E+H which is basically a Vortex flow measuring system. To calibrate any meter a reference standard of at-least4 times accuracy is required.  If you want to calibrate it in water, Gravimetric system is a good choice that is available in many calibration labs. You can refer ISO for more information. You can compare the (4-mA) reading to the reference by determining the liquid flow-rate by measuring the mass of liquid delivered into a weighing tank in a known time interval
