To be succesfull at an International level will require a Project with International scope, then this will be the test so what is the minimun period to become succesfull this will depend how fast the opportunity arrives and how good the PM delivers a well as how big and long is the project to check on kpis delivered.
It all depends on individual's capability, talent, interest and urge for success, if someone is dedicated , sincere , hard working and honest with his mission then time is not a constraint.
To answer this question as I know from my experience and knowledge, we have to consider several points:
1- For Project Management there are no unified regulations which accordingly the different institutions will follow, so every institute is creating own regulations.
2- If we study the matter practically the good project takes around2 years and that means I have to pass at least3 Projects finalization to have really the right experience and be able to offer solutions with self-confidence.
3- After collecting the good experience you will start to have the so called Risk Management which is asked by many international companies and that need a standard of so called “Prince II” (also no fixed regulations but at least a course and previous applied experience to understand the new problems facing you)
4- Now you have almost7 years or more and ready to be international project manager with experience of Cost, Time, and Quality as basic beside the Risk Management as to be a good project Manager.
5- I just recommend also to get a trainer course which will really help you to work in different Environments and open more success in your work in understanding work force and diversity Management.
It's an evolving process, you'll learn everyday!
five years is minimum period of time to become asuccessful project manager
Time or no. of years of experience is certainly not a factor of becoming a PM at an international level. All you need to have is an exposure towards a multi-cultural and multi-lingual environment. Books will help you to teach the basics of project management principles and how to apply them. However many these this booking knowledge will not help you in situations where a PM also need to manage and understand the Human Capital. Everything is circumstantial and the decisions are made on-the-go many times according to situations, especially at an international level. An adaptive and iterative will certainly help one to achieve his or her objectives.
Minimum period of time needed is more or less, two years as construction usually lasts within this time periods.

In my opinion, I think 5 years it’s quite enough. But that need work hard and learn more and more. and deep involved with the whole team work activities
Mostly it depends on you. (3-5 successful projects and a minimum of3-4 years experience in international projects).
