It depends on the project's type and its clients. For big and governmental ones, most banks will be more than happy to support for an attractive margin. For small and privet ones, I may relay on a large first payment from the client.

However It is not sufficient that you make money when working on your project. In order to attract investors, you will likely have to convince them that THEY will make money from your project. Otherwise, they have little incentive to give your their money.
Are you an individual with an idea and you want to start a project to implement it or are you talking about projects within established companies. I mean by established companies is that companies who already have revenues being generated either by services or products. In this case, the company fund the project. In your individual case as an engineer, you need to look for investors or a company that is willing to take on your idea and fund it.Most engineers with great ideas fail to realize their ideas because of funding. You could start with small steps and have your project gain momentum and hopefully somehow you get recognized.
