some other factors are leading the Recruiter's decision. for example: your CV could stand in1st place but recruiter may find you as over-qualified for the position; or may be your CV is sending indirect messages that could be influencing recruiter decision by reflecting some attitudes which might be denied by the recruiter. (ex. over-confidence, bad formatting, lingual mistakes, etc.).
some times, industry's relevancy is more important to recruiter than qualifications and experience. Also some regional culture issues may affect the decision like bias toward or against certain nationalities or religious groups.
consider the above factors, and re-edit your CV accordingly.
Look at other positions or apply directly.
Somethings wrong with the Software that ranks you on top or you could be deserving the rank but the software has failed to read your status therefore not establishing any connections with the recruiters
In short, could be a software failure
Updating the CV with new and up-to-date details. Revise certain fields ( Salary, re-locate... etc )
Improve your experiences by training courses
Actually CVs are scanned through certain softwares and the software usually reads: the years of experience, location, age, qualification, gender and salary expectation. so you came perfect automatically but you applied for graphic designer and your CV looks odd and unadjusted. so if a designer cant even correct his CV, for sure he would not be successful.
To show up to the company and hand in my CV to reflect my passion to this work and to be remembered.

don't give up, sometimes you are overqualified for the position.
