Public Consultation
Appraisal
Scoping
Finding the suitable land for the project where the impact is less to the human.
Finding the area where the water is not affected in any manner to the human.
Finding the land it is already affected by any Environmental issues.
No forest land is occupied by owner.
Screening
Find the how the impact is there in the surrounding area by Ambient Air Quality Monitoring.
finding the quality of the water in nearby areas.
finding the soil parameters in nearby areas
finding the noises in nearby areas.
all these data can be done by installing weather station on the particular area.
All the details are collected and submit to concerned Authority
Public Hearing
After verifying all data the PCB committee request to do Public hearing
Apparaisal
After conducting the PH the points has been properly attended and assurance will be given by proponent.
Environmental Impact Assessment is usually one of the first steps to be initiated before the project work is being implemented. It is done to analyze the possible impacts of the project in advance.
Impact assessment should from its planning stage
the Environmental Impact Assessment should start even before the project is implemented
it should start at feasibility study stage
since the main objective of EIA is to reduce or halt environmental impacts from perceived projects it should be done prior to the project is running. But sometimes it can be while the project is running. but it will incur a higher cost and will also jeopardize the environment.
An EIA describes how a project, such as building roads, mines, airports, or other industrial development will affect the people, animals, land, water, and air quality in an area. It may also look at social problems such as displacement of people and loss of cultural resources, such as traditional livelihoods, places of historic or spiritual importance, etc. An EIA must also suggest less harmful ways for the work to be done if a project is to go ahead.
So EIA must be done prior to any project
An appraisal based on EIA (Environmental Impact Assessment) or ESHIA (Environmental, Social, and Health Impact Assessment) study is vital as a planning tool for any Project to integrate all the environmental concerns at the initial stage itself.
This would greatly help in ensuring environmental compliance at all stages of Project life cycle and avoid the changes to be incorporated at a later stage, in case the environmental impacts are not identified and evaluated at the Planning stage.
It is usually one of the first steps to be initiated as usually construction cannot legally begin without an EIA approval. It is not necessary to have a final project design for the EIA process to start; it is understood that the EIA process may result in some changes to the project. However, for the EIA to be carried out, a few design features of the project such as those linked to location, area of project, fuel-type and quantity, emission and effluent controls should be finalized.
