This kind of behavior only comes out if the auditee is not knowledgeable about his SOP, he/she was not consulted in the development of his/her SOP, or lacks training on his documented SOP. Before developing any standard operating procedure, the system owner itself must be consulted and then be verified by top management, train the system owner before deploying the SOP developed and then continuously improve by asking the system owner with respect to the standards. Make sure that in any standard, it does not tell you how to comply but it serves as a guide, so the standards developed must be suitable to the system owner or will make their work simple and efficient.
