Congenial atmosphere or healthy atmosphere for any work place from working point of view is : Good space, Good light, Privacy with enough tools to perform work.
From Management view point : A clear cut Roles and responsibility chart , Hierarchy , limits of authority, RACI chart if in place will resolve most of the conflicts which employee and colleague faces while discharging their respective duty.
From Employee's point of view : Performance based salary and incentives are in place, good promotion policy, nice work recognition strategy by management and grievance cell to listen what employees have to suggest is in place, nice cafeteria and canteen and a rest area for overtime workers is available.
For outsiders and visitors : Nice waiting room/ lounge , Good meeting and conference room is good enough.
