Laws are always driven by new technologies specially technologies that improve road safety.  As in the case of the ESC that proved very effective in avoiding accidents, many western countries have made it compulsory for cars to have ESC systems.

In the case of the golf a more relevant system would be the adaptive cruise control (with all the reckless tail gating that we see on the roads), maybe one day it will be mandatory for all the cars to have such systems. For the time being its worthy to use serious public awareness campaigns.
