There are many tools used to accomplish this object. But the best solution is to create css file in visual studio, then writing specified css classes for each asp components.

I have better experience of working with bootstrap in visual studio 2015, so I shall like to tell you there are built in bootstrap templates available in 2015. You can modify them as per your choice by adding your css file on top of bootstrap and save it as new template.

in visual studio you can create new project and select the project type Asp.net
and donot choose empty then visual studio will create full design bootstrap with layout with empty 3 pages
