Changing of engine oil is also changing of oil filter. By doing PM, having a due date is a planned date referring to the number of hours operation and by doing PM also, in availability of filter can also be answered by having a spare on an earliest possible time. So the answer is NO.
I think thoroughly cleaned filter will be acceptable in case of emergency. Studies also show that reusable filters do overall better job of filtering engine oil than typical disposable one.
It is not advisable to change the engine oil without changing the oil filter,as the filter is already contaminated due to its scheduled use.
It is always recommended to track the KM/Hr.meter reading of the asset to have a continuous tracking of due dates & to avoid the scenario where filter is not available on PM service date.
