Depends what are you trying to measure at the import process, are you measuring performance, cost or capabilities

from a cost perspective - you need to look at total cost of ownership ( base price + Transport + factor on quality rejection  etc). DPO, Procurement ROI

You can also factor in KPIs for time to clearance activity - by assigned Forwarder, Forwarder On time to request.
