We cannot over emphasize the difference between the procurement professionals and HR professionals without giving an account to their similarity. These two professionals are both involved in the sourcing, selecting and acquiring. They follow the same process to fill in a need identified.
However, their difference is the form of product that they would acquire in the end. HR professionals deal with soft goods (logistic/transport terms) that is human capital or resources while procurement professionals deal in hard goods that is merchandise.

procurement & approved by the tending dept.
So the HR professional is not allowed to interfere till they received the assignment from the PM or ( technical or projects Manager ).
Procurement Specialist will be specialized in Product Selection whereas HR Specialist to select the Right Candidate to the right area.

while HR Professionals are incharge in hiring KEY Personnel that is fitted to the companys work in achieving its goal.
