Offshore projects pose some unique management challenges. They require greater initial planning to ensure that risks to materials movement and communications can be adequately mitigated to make the project viable.  It is important to have redundant systems and contingency plans for offshore projects.  These measures impact both cost and schedule and make offshore projects more time consuming and expensive.  It is imperative that the project management team, both onshore and offshore, be in regular communication, that all project documents be be written and fully reviewed in a collaborative fashion, that vendors, alternate vendors and materials movement providers and plans, be reviewed an evaluated regularly and plans updated as necessary.  The project management team must be focused on minimizing risk to the endeavor through efficient and effective use of human and information/knowledge resources.  It is difficult to manage offshore projects and one must be in regular and open communication with the entire project team at all times.

For an Offshore Project, which is mostly a standalone location, the support that could be count on is within the location. To this effect the most important part of the set-up is Planing, then Resources allocation - Material, Human and Financial, the timing of Supplies, then Safety of the Place of work and the documentation traceability as records and reports. All Processes involved has to have a smooth intercorelation and intercommunication among them and to be observed from the schedule and cost follow-up from a third eye. All other intrinsic appeared issues can be overcomed with a good follow-up of these simple steps Plan - Do - Check - Improve.

The idea that I will hire a company somewhere to do all the job for me (REMOTELY) is very very very wrong, in fact the development should be done in full cooperation between your team (in-house) and the offshore team, I never agree with full project offshore no matter how tempting it might look as this might result in full failure specially if its a small project with minimal funds.

as a software development manager

  1. Break the development of a single system or application into staged parts that YOU later on will combine together.
  2. Have full communication with the offshore team and make sure there is no language barrier.
  3. Allays test the skills and the honesty of the offshore team (Make sure they dont use some open-source scripts and say the made this from scratch).
  4. Offshore the parts you made in point(1) and time the execution.
  5. Always have a backup offshore team fully aware and waiting in case your first offshore team fails to deliver as agreed.

Take all of the knowledge and tools that you will need for the job with you, DO NOT rely on a good internet connection offshore. Communicate with all workers at an appropriate level and get to know the staff at toolbox talks and meetings. You will need help from all staff members so make them all a member of the team with their own specialism.

offshore projects are generally technically, logistically and management wise complex. it required lot more planning and communication for successful execution than any other project. The time is essence of every steps in its real sense. The success of offshore project starts right from defining project charter and scope, selection of contractors and sub contractors, through execution at fabrication yard and installation at offshore. The procurement plays and important role for delivering right material at right time at right place. Also one can not ignore safety requirements at any of the stage , hence successful project is the once which achieve schedule, budget, stringent quality along with safety. Communication and documentation of every thing is very important
