I`m pursuing bsc computers, i`m cisco ccna, ccnp certified & microsoft Certified too, so can i be assigned as network engineer ?

Do you have any experience prior to this? Without any work experience if you are Certified CCNA CCNP and Microsoft its unbelievable.

If you will come in Networking field ..

you have11 to12 specific work ....

but you should learn more than100 things  as you know .

Yes If you have practical experience then you can work as a network engineer or you can also choose to be a system administrator. Moreover you have certifications related to CISCO & Microsoft so it would be a plus point.

Yes you can be assigned a designation of Network Engineer, because your certifications are the example of your dedication, determination, and knowledge of networking. Plus, since your fresh of the school, your book knowledge would be far more update than the SR Network Engineer, who is just monitoring the network and not facing any challenges at his work. So yes, you are hired!!!
